The stack they already have
Your C-file is what VA believes: applications, exams, rating decisions, the evidence you sent, the evidence they pulled. The code sheet sits in that stack. It is the rater’s map of diagnostic codes and percentages. Arguing HLR vs supplemental without it is guessing.
Request it with VA Form 20-10206. The online form is the door. Pick the claims file and the claim exams so you get the rating decision, the code sheet, and the C&P write-ups. VA does not charge for your own records.
Upload is not the same as read
After you file, you can add evidence on VA.gov claim status. That is not a substitute for reading the file they already rated from. A mill that wants to “review your C-file” after a discovery call is reading paper you can request yourself.
