The National Guard is not a ninth flavor of ‘in uniform.’ Recut from TRICARE.mil: coverage follows military status, which can change more than once in a career. Title 10 is federalized. Title 32 is state control with federal pay. State Active Duty is the governor’s call. I did not copy their handbook. The statute on the order is the fact.
Traditional Army National Guard and Air National Guard still buy TRICARE Reserve Select when they are Selected Reserve and not FEHB-eligible. Recut from TRICARE.mil: that FEHB lockout is written through 1 January 2030. Dual-status technicians are the ones who trip it.

Recut from VA.gov eligibility (page last updated 12 June 2025): National Guard members can meet the minimum with 90 days of non-training Title 10, or 90 days including 30 consecutive days under 32 USC 316, 502, 503, 504, or 505, or six creditable years. Federal Reserve does not get that Title 32 list. SAD does not count. The COE on VA.gov is the test.
State school money is a third pot. NGB points you at the state education office and the ARNG Education Support Center at 1-866-276-4338. Chapter 1606 is VA. FTA is ArmyIgnitED or the Air Force TA door. Do not burn Post-9/11 on a class the waiver would have paid.
