Starting a disability claim online with a verified account often sets the intent to file for you. You can also submit 21-0966. A mill does not need to ‘unlock’ this.

Know what it locks
A potential effective date for compensation, pension, or survivors claims — the benefit you named. You have one year to submit the completed application. Recut from VA.gov. It is not a rating.

Then actually file
21-526EZ for disability. BDD if you are still 180–90 days from ETS. An accredited VSO is free help. Confirm them on the OGC list.
