Dual-status technician: FEHB, not TRS
Title 32 dual-status technicians are federal employees. Recut from TRICARE.mil: FEHB-eligible members do not qualify for TRICARE Reserve Select. That lockout is written through 1 January 2030.

Do not tap FEHB in BWE if you are not a fed
Recut from TRICARE.mil TRS: if you select FEHB when you are not a federal employee, the form locks and you cannot buy TRS. Traditional Guard is not FEHB-eligible just because they drill.

If you are a dual-status technician, stay on FEHB
OPM / the Army Benefit Center — Civilian (ABC-C) is the technician door, not milConnect. FEHB, FEGLI, FERS. Recut from TRICARE.mil: eligible for or enrolled in FEHB means no TRS through 1 January 2030.

If you leave the technician job
Losing FEHB can reopen TRS if you are still Selected Reserve. Ending TRS because you became FEHB-eligible is a 60-day window on the TRICARE ending-coverage page — no 12-month lockout in that case. Confirm on TRICARE.mil.

AGR is still the other card
Full-time AGR / FTNGD sit on active-duty TRICARE, not FEHB and not TRS. Wrong cash register, wrong premium.
