NCOER and OER on active duty
Regular Army reports are written in the Evaluation Entry System, not emailed as a PDF and not uploaded into iPERMS. Chapter 3 of AR 623-3 sets the day count. Drilling Reserve and M-day Guard rules do not.
01
Read the published rating scheme before anyone opens a form
AR 623-3 says the scheme shows your name and the effective date of each rating official. A change is not retroactive. If your name is not on the published scheme, do not let a rater open the report. Active duty uses chapter 3. Do not borrow the drilling Reserve or M-day Guard appendix.
02
Count chapter 3 days, not the 120-day TPU count
A Regular Army NCOER or OER generally needs 90 calendar days in the same position under the same rater. Nonrated time does not count. The senior rater’s minimum in chapter 3 is shorter — read that paragraph before they sign. An annual report follows one year of duty after the last Thru date, and the Thru date waits if the minimum days are not met.
03
Open the Evaluation Entry System with a CAC
The live door is https://evaluations.hrc.army.mil. Select the digital certificate, enter the PIN, then Accept Terms. Practice only on the training site, https://evalentry.hrc.army.mil/. Do not practice on the live site. The public HRC page that points at this door is https://www.hrc.army.mil/content/Evaluation%20Systems%20Homepage.
04
Finish the support form first
NCO support form: DA Form 2166-9-1A. Officer support form: DA Form 67-10-1A. Duties and goals go here. EES reads the rank on that form when it builds the report.
05
Create the NCOER or the OER inside EES
NCOER: click Create New NCOER on the EES homepage, or start it from the support form. SGT is DA Form 2166-9-1. SSG through 1SG/MSG is 2166-9-2. CSM/SGM is 2166-9-3. OER: click Create New OER, or Create OER above a finished support form. O1–O3 and WO1–CW2 is DA Form 67-10-1. O4–O5 and CW3–CW5 is 67-10-2. O6 is 67-10-3. A general officer is 67-10-4. A school report is a DA Form 1059, not this form — that HRC page is https://www.hrc.army.mil/content/1059s%20and%20Evaluations.
06
Sign it in the rating chain, inside EES
Rater, then senior rater. If the senior rater on an NCOER is an SFC through 1SG/MSG, a WO1 through CW2, or a 2LT or 1LT, AR 623-3 requires a supplementary review by a uniformed Army Soldier senior to them: SGM/CSM, CW3 through CW5, or CPT or above. Emailing a PDF is not filing.
07
Send it to HQDA, then look for it in the AMHRR
The senior rater gets the finished report to HQDA no later than 90 days after the Thru date, unless a board MILPER shortens that. MILPER messages are at https://www.hrc.army.mil/milper. A report still in E status can come back for corrections, at the senior rater’s request. Once it is filed in iPERMS, HRC will not return it. Do not upload the NCOER or OER into iPERMS yourself. Evaluations Branch files it. A file you drop in iPERMS is not processed. Policy questions: usarmy.knox.hrc.mbx.tagd-eval-policy@army.mil. Deployed: usarmy.knox.hrc.mbx.tagd-eval-from-deployed@army.mil.
