NCOER and OER for a drilling Army Reserve Soldier

Troop Program Unit reports use appendix G of AR 623-3. The website is still the Evaluation Entry System. AGR inside the Army Reserve is a different rule and a different walkthrough.

  1. 01

Confirm you are TPU, not AGR

Appendix G of AR 623-3 covers TPU, DIMA, IMA, and drilling IRR. It says evaluation reports for USAR AGR, and for Soldiers in sanctuary, follow the Regular Army rule instead. If you are AGR, leave this page and use the AGR walkthrough. A published rating scheme still has to show your name and the effective date of each official. No swap is retroactive.

  2. 02

    Count appendix G days

On a unit authorized 48 drills, the rater minimum is 120 calendar days in the same position under the same rater, in place of the 90-day Regular Army count. A unit authorized 24 drills uses 16 or more regularly scheduled drills. The senior rater minimum in that appendix is 90 days for an indefinite assignment. A tour shorter than 90 days has its own minimum in appendix G — read that paragraph before you force a report. Do not invent a Thru month.

  3. 03

    Open the Evaluation Entry System

The Army Reserve does not have a second evaluation website. https://evaluations.hrc.army.mil. CAC, certificate, PIN, Accept Terms. Training only: https://evalentry.hrc.army.mil/. Homepage: https://www.hrc.army.mil/content/Evaluation%20Systems%20Homepage.

  4. 04

Support form, then Create New NCOER or Create New OER

NCO support form 2166-9-1A, then the NCOER: 2166-9-1 for SGT, 2166-9-2 for SSG through 1SG/MSG, 2166-9-3 for CSM/SGM. Officer support form 67-10-1A, then the OER plate EES builds from the rank: 67-10-1, 67-10-2, 67-10-3, or 67-10-4. School AERs are DA Form 1059s: https://www.hrc.army.mil/content/1059s%20and%20Evaluations.

  5. 05

    The chain signs in EES

Rater, then senior rater. A senior rater who is an SFC through 1SG/MSG, WO1–CW2, or 2LT/1LT does not close an NCOER alone. AR 623-3 requires a supplementary review by a uniformed Army SGM/CSM, CW3–CW5, or CPT or above.

  6. 06

Do not drop the PDF into iPERMS

HQDA wants the finished report within 90 days of the Thru date, unless a MILPER on https://www.hrc.army.mil/milper sets a board date sooner. E status can still be corrected at the senior rater’s request. After it hits iPERMS, HRC will not pull it back. Uploading it yourself does not file it. Email usarmy.knox.hrc.mbx.tagd-eval-policy@army.mil.
