NCOER and OER for the Army National Guard

M-day Army Guard reports use appendix H: a by-name rating scheme and 120 rated days. Title 32 AGR and Title 10 tours do not. Air National Guard does not use this Army form.

  1. 01

Stay on appendix H only if you are traditional M-day

Appendix H of AR 623-3 applies to traditional M-day ARNG Soldiers on IDT, AT, ADT, and the other duty that appendix names. It does not apply to Title 32 AGR, full-time National Guard duty, or Title 10 tours under 10 USC 10211, 12301, or 12402. Those Soldiers use chapter 3, the Regular Army rule. State Active Duty is not in that M-day list. Do not assume SAD days count — read appendix H before you put them on the form. Air National Guard evaluations are Air Force reports, not DA Form 2166-9 or 67-10. This door will not file an Air Guard evaluation.

  2. 02

Get the by-name scheme off the bulletin board

For M-day ARNG, the official scheme is published by name, includes the duty position, and includes the effective date of each rating official. It is posted so the unit can see it. No change is retroactive. If the rater on the form is not the rater on that scheme, stop.

  3. 03

Count 120 rated days, then the senior rater’s 90

The M-day rater needs 120 rated days, except a relief for cause for misconduct, which a general officer in the chain — including the state adjutant general — can waive. The senior rater needs 90 calendar days and may evaluate after 60. An intermediate rater on an OER needs at least 90 calendar days. An annual report is mandatory one calendar year after the last Thru date, and that Thru date waits until the 120-day minimum is met.

Sign, submit, and do not self-file in iPERMS

Rater, then senior rater, plus the supplementary reviewer when the senior rater is an SFC–1SG/MSG, WO1–CW2, or 2LT/1LT. After the Thru date, HQDA wants the report within 90 days unless a MILPER at https://www.hrc.army.mil/milper moves a board. Do not upload the signed PDF into iPERMS. Evaluations Branch files it.
