NCOER and OER for AGR and FTNGD
Title 10 AGR and Title 32 AGR do not use the weekend drill day count. AR 623-3 puts them on the Regular Army rule, and the rating scheme is by name. The door is still the Evaluation Entry System.
01
Use the full-time scheme, by name
AR 623-3 says the rating scheme for AGR Soldiers is by name, with the effective date of each official. It is not the M-day or TPU scheme from the weekend unit unless that published scheme is the one that names you. No change is retroactive. Title 10 USAR AGR and Title 32 ARNG AGR / full-time National Guard duty follow chapter 3, the same chapter as Regular Army. Appendix G is the drilling Reserve. Appendix H is traditional M-day Guard.
02
Count chapter 3 days
Do not use the 120-day TPU or M-day rater minimum. Chapter 3 is generally 90 calendar days in the same position under the same rater. Nonrated time does not count. Read the senior-rater minimum in that chapter before anyone signs. The Thru date waits if the minimum is not met.
03
Open the same Evaluation Entry System
There is no AGR-only evaluation website. Go to https://evaluations.hrc.army.mil. CAC, digital certificate, PIN, Accept Terms. Practice on https://evalentry.hrc.army.mil/ only. The HRC Evaluation Systems Homepage is https://www.hrc.army.mil/content/Evaluation%20Systems%20Homepage.
04
Support form, then the report
NCO: DA Form 2166-9-1A, then Create New NCOER. SGT is 2166-9-1, SSG through 1SG/MSG is 2166-9-2, CSM/SGM is 2166-9-3. Officer: DA Form 67-10-1A, then Create New OER or Create OER above the support form. EES picks the 67-10 plate from the rank. A DA Form 1059 is a school report, not an NCOER: https://www.hrc.army.mil/content/1059s%20and%20Evaluations.
05
Sign inside EES
Rater, then senior rater. A junior senior rater on an NCOER — SFC through 1SG/MSG, WO1 through CW2, or 2LT/1LT — needs a supplementary review by a uniformed Army Soldier senior to them in the rank of SGM/CSM, CW3–CW5, or CPT or above. That is AR 623-3, not a local custom.
06
Ninety days to HQDA after the Thru date
The senior rater sends the finished report so it arrives at HQDA within 90 days of the Thru date, unless a board MILPER on https://www.hrc.army.mil/milper says sooner. E status can still be returned, at the senior rater’s request. After iPERMS filing, it does not come back. Do not upload it into iPERMS yourself. Evaluations Branch files it.
